Space Rangers don't have any of the colonization mechanics, but the quests and ship loadout are both similar and more developed than Starsector. I haven't actually played a ton of Starsector personally, but my impression is that Starsector has a much deeper and more complex campaign layer, whereas Cosmoteer has a far more sophisticated ship building and ship destruction systems.
